After 30 years at sa ngayon ay wala na ako sa Napocor ay lubhang kay daming mga ala-ala ang awitin na ito sa aking buhay at siguro rin sa buhay ng aking mga nakasama lalo na noong panahon ng dekada otsenta(80s). Matagal din na laging tinutugtog ito sa mga piling lugar na palaging puntahan namin na usually ay tinatawag na 'after 5'. Kay raming istorya at kay daming nakita. Sige na kaibigan...mag-kuwento ka naman at susunod ako. Teka uorder muna ng ako ng 'two bottles'.

It's More Fun in S.O.

Sa darating na February 25, 2012 ay magaganap ang isang 30th reunion ng mga dating empleyado ng System Operations nang dating National Power Corporation.

Masasabi kong nagmula lahat ang mga orihinal na taga SO sa Napocor o National Power Corporation. Na noong taong 2003 naman ay napalipat sa Transco 0 Transmission Corporation. At sa pangkasalukuyan naman ay nasa ilalim na nang NGCP o National Grid Corporation.

Halos 27 taon akong naging empleyado ng System Operations at masasabi kong nakita at nasaksihan ang mga trabaho, pagbabago, kaguluhan, kantyawan, lasingan at kasayahan sa loob ng System Operations. Kaya ang masasabi ko ay "It's more fun in SO."

Bakit "It's more fun in SO."?

Ang sarap ng respetohan.

Dito ko nakita ang malalim na tunay na pagrerespeto sa isa't-isa. Nalilito nga ang mga ibang empleyado noon na hindi taga-SO kasi hindi nila malaman kung sino ang boss at kung sino ba ang tauhan. Ang lahat ay tinatawag na Sir. Ang kung hindi naman Sir ay Boss ang ikinakabit sa una ng pangalan ng empleyado. At ang malamang kapag hindi bagay sa tunog ng pangalan lalo na sa mga seniors sa loob ng SO ang Sir o Boss ay ginagamitan naman ng Mr. o Mang.

At ito nga ehemplo na inabot kong mga tawagan noong 1979:

Mang Pol.

Mr. Plata at Mr. Eleazar naman ang mga nakakataas noon sa SO.

At dahil sa isa ako sa mga huling umalis sa SO. Sabi nga nang mga bagong empleyado ay isang poste daw ng PMC building ay sa akin. Kaya ayun halos lahat ay Mang Jess ang tawag sa akin.

Di lang pampamilya, Pang sports pa!

Upang pagandahin ang samahan ng mga empleyado sa SO ay may taunang kompetisyon. Nagsimula ang lahat ng ito nang nasa isang bubong na lamang ang buong SO, sa PMC building sa Diliman, Quezon City. Dito kinagiliwan ang Battle of the Brains, Basketball, Swimming, Table Tennis, Chess, at Darts.

Mawala na ang Overtime, 'Wag lang ang Kantyawan!

Ganyan kasaya sa loob ng SO. Kaya ba ng ibang grupo yan?

Di baleng Sira-ulo, 'wag lang bungi!

Isang biru-biruan ito kapag may-interview daw ang isang aplikante sa SO. Tingin ko totoo ito...haha.

Naging magkakapamilya at kapuso!

Dahil sa sarap at saya ng samahan sa SO ay halos naging magkukumpare at kumare ang mga empleyado dito. Na lalong nagpatibay sa masasayang samahan sa loob at labas ng SO.

At marami rin na sa loob ng SO ang nagka-asawahan. Katulad nila:

Marilyn at Alex(Sace), Bing at Cora (Guanzon), Kate at Celing (Medina), Henry at Espie (Marasigan)....

Ang buwan ng Disyembre ay parang Pistahang Pasko sa SO!

Isang naging tradisyon noon na magkaroon ng isang malaking Christmas Party sa SO na kadalasan na ginagawa noon sa PMC building basement. Kay daming masasayang alaala ng selebrasyon ang ginawa PMC basement. At bago ang malaking party na ito ay may kanya-kanyang party ang mga Departments at Divisions ng SO na kung saan ay pwedeng bumisita at makisaya ang lahat.

At ang huling sampung taon ko sa SO ay naging kasayahan na ang pagtugtog ng SO Band tuwing Christmas Party. Tunay na mauuwi ang lahat sa sayawan.

Mga Birthday ng mga BOSS!

Halos bawat buwan ay siguradong may kainan at inuman kapag kaarawan ng isang VP o Managers ng SO. Kaya takbo na bago maubusan ng pansit, pandesal, at beers.

Up, Up, and Away!

Dahil sa dami ng projects ng SO kaya ayun halos lahat ay nagkaroon ng pagkakataon na makasama sa training sa abroad. Super saya talaga...syempre.

Regina Brett's 45 life lessons and 5 to grow on

To celebrate growing older, I once wrote the 45 lessons life taught me.

It is the most-requested column I’ve ever written. My odometer rolls over to 50 this week(born 1956), so here’s an update:

1. Life isn’t fair, but it’s still good.

DBM releases P1.6B to avert power shortage in SPUG areas

Budget Secretary Florencio B. Abad said the

fund release was made by the Department of

Budget and Management upon the instructions

of President Benigno C. Aquino III himself. Of

the total amount, P1.32 billion will be earmarked

for the fuel and lube requirements of SPUG until

December 2011. Another P140 million will go to

the rental or lease of generator sets in some

SPUG areas, while the remaining P162.5 million

will be allocated for the purchase of spare parts

for SPUG plants, which represent roughly 50

percent of National Power’s unfunded capital

expenditure requirements for 2011.

“The P1.62 billion was immediately released

by the government to urgently address the

National Power’s capability to provide stable

power supply in off-grid areas, some of which

have already experienced sporadic brownouts

due to fuel supply constraints,” Secretary Abad

said.

and affordable power supply to remote areas,”

he added, noting that a fund release for the sitio

electrification project is now being processed.

To recall, National Power had earlier warned

that fuel supply is running low in several SPUG

power plants, resulting in rotating brownouts and

raising prospects that the Corporation may be

forced to stop operating altogether in several

SPUG areas. The fuel problem stemmed from a

present financial difficulties and address the

Corporation’s fuel situation. “We got another shot

in the arm, so to speak,” newspapers quoted the

President as saying. “This is something we will

utilize to tide us over until the end of the year.”

The fund release will be sourced from the

Malampaya Gas Fund, which consists of royalty

fees paid to government for the use of natural

gas from the Malampaya fields in off-shore

Palawan. Earlier this year, National Power also

received an infusion of P2 billion from the said

fund, as reimbursement for advances it had

made for the upkeep of the mothballed Bataan

Nuclear Power Plant.

MANILA, Philippines - The Philippines now holds the unenviable record of having the highest cost of electricity in Asia, beating Japan, Singapore and its more developed neighbors, House Deputy Speaker Lorenzo Tañada said yesterday.

“At P8.14 per kilowatt-hour, the price of electricity in the country is now the highest in Asia,” he said.

He said this price would soon go up once more, as if it is not already high and people could still absorb a new round of rate increase.

He revealed that the Power Sector Assets and Liabilities Management Corp. (PSALM) wants to pass on to the public P134.9 billion in loans and expenses it incurred from 2007 to 2010.

Tañada said the agency has already filed a power rate increase petition with the Energy Regulatory Commission (ERC), which will most likely act on it favorably.

It was Congress that created PSALM under the Electric Power Industry Reform Act (Epira) of 2001. The agency was tasked to privatize the National Power Corp. (Napocor) and use the proceeds from the sale of its assets to pay for its debt.

But PSALM itself is now mired in indebtedness, which it wants to pass on to the public.

“Epira was intended to be the solution to the country’s electricity problems, but PSALM now literally wallows in debt amounting to some $16 billion,” Tañada said.

What makes matters worse for the government and taxpayers is the fact that the agency continues to incur huge amounts of operating losses, he said.

He said expenses that PSALM wants the public to pay for through a power rate increase includes P1.16 billion paid to consultants in 2009 and bonuses to officers and employees equivalent to 5.5 months of basic salary.

He urged the House of Representatives and the Senate to jointly stop the impending increase and investigate both PSALM and ERC. He said the two chambers could do so through the Joint Congressional Power Commission, of which he is a member.

The commission is supposed to oversee the implementation of Epira, including the privatization of Napocor. It should share the blame for the high power rates in the country, according to some business groups.

Congress has just extended the life of the power oversight body and given it fresh funds.

It was Eastern Samar Rep. Ben Evardone who first blew the whistle on PSALM’s plan to pass on to the public hundreds of billions in loans and questionable expenses.

He called for an independent audit of how the agency used billions of dollars in earnings from the sale of Napocor power plants and other assets and billions more in loans it obtained.

He said the more than $10 billion in privatization proceeds that have been realized should have been enough to wipe out Napocor’s debt.

Day 2 Trip to Tagaytay. Orlando Pedarse offered his vacation house in Tagaytay for an overnight stay. Assembly place will be NPC Diliman. Vehicles will be arranged. Lunch will be any restaurant along the way to Tagaytay. Sleep at Lando’s vacation house.

Rolando Bacani who was named president and chief executive officer of National Transmission Corporation led the new list of presidential appointees. Bacani, former general manager of Korea Electric Power Corporation Philippines, replaced Moslemen Macarambon as Transco head. The President also appointed Francis Garcia as member of the board of directors, representing the municipality of Hermosa, Bataan at the Subic Bay Metropolitan Authority; Bienvenido Benitez, SBMA board member representing the national government; and Roberto Garcia, SBMA Board member, representing business and investment sector The other appointees are Aminah Rasul Bernardo, member of the board of directors, representing the academic sector, Mindanao Development Authority, and Rejoice Subijano, MINda board representing the academic sector; Benjamin Santiago III Acting Director 1 (Assistant Regional Director), at the Land Transportation Office; and Villamor Villa, Acting director III, Department of National Defense. Court orders NPC to pay employees P6.49-Billion

ORMOC CITY – A Quezon City regional trial court has awarded with finality this week some 9,777 employees of the National Power Corporation (NPC) a whooping P6.496-Billion representing “back allowances” and unpaid cost of living allowances (COLA) from November 1989 up to 1999, when the case was filed against the government corporation.

The sum, if equally divided among the 9,777 employees, would give each around P664,000.00. However, the distribution of the money would be prorated, depending on their salary scale, as the back allowances and COLA due to them represents 40 plus 10 percent of their salaries, respectively.

Presiding Judge Luisito G. Cortez of the RTC Branch 84 in Quezon City has also ordered NPC to pay the employees another P 704-million interest at 12 percent per annum on the whole sum, from the time the complaint was filed in December 2007 until its resolution in December 2008. The lawyers and “consultants” of the NPC employees were also awarded 300,000.00 in attorney’s fees, aside from five percent of the entire amount that each employee will receive, as consultancy fee for them. That would be around P324.8-million.
A notice to comply dated March 24, this year, has since been served by the sheriff of RTC Branch 84 to the NPC on March 25, after the decision became final. It is not learned at this point in time if the NPC would file an appeal on the judge’s decision at the Supreme Court, or if still can be appealed.
However, NPC employees are confident they would get the P6.496-Billion award, banking on a similar case that has already been resolved by the Supreme Court just last December 2008. This was the complaint filed by terminated members of the NPC Drivers and Mechanics Association (NPC DAMA). The Supreme Court has ordered NPC to pay the terminated drivers their back wages and allowances, saying their termination from work was illegal. The National Power Corporation is a government-controlled corporation. Its transmission facilities under TransCo have since been privatized, including the one in Eastern Visayas based at Milagro, this city, which was bought by a Chinese firm and now operating under the name National Grid Corporation of the Philippines (NGCP).

NPC is the same entity that has recently been allowed by the Energy Regulatory Commission (ERC) to increase on their power rates by some P1.1460 in the Visayas, claiming they have been operating on the red. However, in a certification issued on April 22, 2008, Alexander Japon, NPC senior finance department manager, certified that it has available funds for the payment of back allowances and COLA to its personnel and former employees in the amount of P8.5-Billion.
To demand for the immediate compliance of the court order, former NPC employees, majority of who have since been absorbed by the new owners of its facilities, have started a “peaceful assembly” in their respective locations every lunch break. Here in Milagro, this city, the employees took to assembling at the plant gates during their lunch break starting Friday, March 27, 2009. Requesting anonymity, some employees told the EV Mail that what they are doing is just to dramatize their demand, but they are doing it during their lunch break so as not to disrupt the normal operations of the electric transmission facility.

Class suit

The complaint against the NPC is for mandamus. It was filed by two employees originally, Abner P. Eleria and Melito B. Lupanco. Eleria was president of the NPC Employees Consolidated Union or NECU and Lupanggo, president of the NPC Employees and Workers Union (NEWU). Soon thereafter, their respective unions filed as petitioner-intervenors in behalf of its members. The judge then ruled that since the parties involved were numerous, that the same was a “class suit”. The petitioners complained to the court that before November 1989, they received allowances and COLA which were discontinued after the Salary Standardization Law took effect. The Department of Budget and Management, on the other hand, issued DBM Corporate Circular No. 10 (CCC No. 10), as its implementing guidelines. The guidelines, however, proved fatally defective after it was not published. It was only published by the DBM on the Official Gazette on March 1999, after 10 years. Government counsels, on the other hand, including the Office of the Solicitor General, tried to argue for NPC and DBM, attacking the complaint for various technicalities including the non-payment of the proper amount of docket fees.

However, Judge Cortez brushed these aside, invoking in his decision the constitutional right of the people to the equal protection of law. In his prefatory statement, the judge said “The State affirms labor as a primary social economic force. It shall protect the rights of workers and promote their welfare. The state values the dignity of every human person and guarantees full respect of human rights.” He also invoked that “Free access to the courts and quasi-judicial bodies and adequate legal assistance shall not be denied to any person by reason of poverty”. He said that when the case was filed at his sala, the Clerk of Court computed the proper fees for its filing then, since it was only in the course of the proceedings that it became a “class suit”. As such, the judge also imposed a lien of P145.4-million on the total award representing payment of the adjusted docket fees. He cited Section 2, Rule 141 of the Rules of Court that provides: “Where the court in its final judgment awards a claim not alleged, or a relief different from, or more than that claimed in the pleading, the party concerned shall pay the additional fees which shall constitute lien on the judgment in satisfaction of said lien”. with a report from JP Serseña

COLA Update

Here's the latest update re-COLA, forwarded messsage(e-mail) from the staff of Mr. F. A. TAMPINCO:

"ANG NAKALAGAY SA LETTER NI ERMITA KAY SIR FAT ;

"The employees had been continuously seeking assistance of this office re payment of COLA, owing to the length of time that has elapsed, its about time that NPC should seriously look into immediate payment of the said COLA even on a staggered basis. "

Happy 67th Birthday Boss Lino!

Sabi nga ni Boss Lino sa akin kanina sa email.... "I am 67 going 47. . . .The way I feel. "

At hindi po speed ng sasakyan ang aming pinag-uusapan kundi ito po ang pakiramdam niya sa kanyang idad...still going strong. Sa katunayan po ay nakakalima pa siya....nakakalima pa siyang ibat-ibang prutas sa maghapon....kaya po talaga siya ay very healthy.

Ayun po iyong picture niya sa gilid...talagang idad 47 lang po.

Today is his birthday in the Philippines.

Teka kakanta muna ako ha....kantang only in the Philippines.

Sa iyo ang inumin....Sa iyo ang pulutan!
Sana mapaligaya mo kami!.......Yehey!!!!

Ano ba kuwento ko kay Boss Lino? Kuwento ko ito ha walang kokontra. Ito naman ay sa aking mga maiikling sandali na nakakahulabilo siya sa SO lalo na nung lumipat na lahat sa PMC.

Very soft-spoken...hindi ko siya nakitang nagalit o nagtaas ng boses. Ewan ko lang dun sa mga pasaway na mga dispatchers(peace man!)....hehe sa madaling salita mabait po si Boss Lino...isang tunay na ama sa kanyang mga pasaway na mga anak sa Control.

Yun nga po bilib ako sa kanya dahil hinawakan niya bilang Manager ang mga super na magagaling at minsan makukulit na mga dispatchers(tatak yan ng mga original SO). Dahil cool na cool lang siya sa pag-managed sa kanila...kaya ayun nagkasundo sila.

Ang alam ko po siya ay tubong Bulacan. Feel na feel sa kanyang pagsasalita.

At kung hindi ako nagkakamali ay nagsimula siya ng career niya sa Napocor, bilang isang Ehinyero, sa Bataan Thermal Plant o Ambuklao HEP. Teka nalito yata ako dun ah. Sinong may tamang sagot?

Talagang sa lawak po ng kanyang ekspiriyensiya, siya po ay napunta sa System Operations. At dun ko nga po siya unang nakita sa Delta sa Meralco, Ortigas.

Mukhang dumadaplis na ang memory ko, pakitama na lang po. Siya po yata ay nag-retire dahil kasama na siya sa Magic 87....hehe di ko na kayang ipaliwanag yan...kaya nga magic eh!

At ayun po dahil nakatira kami sa isang subdivision lang...siya po ay naging very active sa pagpapalakad ng mga aktibidades at isyus sa aming Village.

Sa ngayon ay patuloy siyang nagiging Minister of Information...dahil siya po ay very aktib sa pagpapalaganap ng mga importanteng nangyayari o balita sa loob at labas ng Napocor, Transco at NGCP sa pamamagitan ng kanyang mga informative emails.

Boss Lino alam ko kaunti pa lang ang nabanggit ko sa inyong mga accomplishments sa buhay lalo na sa serbisyo ninyo sa Napocor.

Sumasaludo po ako sa inyo dahil naging parte po kayo ng glorious days ng Napocor.

Naito po ang isang awit para sa inyo.
